SUMMARY: Applications are invited for competitive grant awards in agricultural, forest, and
related environmental sciences under the National Research Initiative (NRI) Competitive Grants
Program administered by the Competitive Research Grants and Awards Management
Division, Cooperative State Research, Education, and Extension Service (CSREES),

THIS REQUIREMENT WILL BE PROCURED UTILIZING FULL AND OPEN COMPETITIVE
PROCEDURES!! EPA's Office of Pesticide Programs (OPP) as required by the Federal Insecticide,
Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug and Cosmetic Act (FFDCA)
as amended by the Food Quality Protection Act (FQPA) of 1996, is responsible for the
regulation of pesticides through the registration, registration review and reregistration of pesticides.
OPP develops data requirements and guidelines for the conduct of studies by registrants that are
used, along with other data and information, to assess the potential impact of the use of the pesticide
on human health and the environment. Before EPA can use studies and data in assessing risk, these
data must be evaluated to determine their adequacy and validity and to ensure that appropriate
quality assurance procedures were carried out. Once data have been evaluated and determined to
be acceptable and valid, these data are used to assess risk to human health and ecological resources.

Title: Scientific and Technological Collaborative Projects between the United States and Spain

Eligibility: All scientists working in research agencies of the two governments, or in universities of the two countries, are eligible to apply. Each project should have a principal investigator on the U.S. side and on the Spanish side.
Abstract: The State Department has issued its third call for proposals for Scientific and Technological Collaborative projects between the United States and Spain. While the list is not exclusive, proposals are sought in the following fields:
1. Life Sciences: -infectious and degenerative diseases, including diseases of animals; -biotechnology of plants, plant health, and integrated pest management; -food biotechnology; and -molecular design in the production of pharmaceuticals 2. Environment: -biodiversity; -natural reserves and protected ecosystems; -conservation of soils and forests and problems of desertification;-integrated water management; resources, use and reuse; and -combating pollution and treatment of wastes 3. Information and Communication Technology:-electronic and microelectronic technology; -advanced communication technology: satellites, mobile units, Internet II; and -Informatics 4. Materials Sciences: -ceramics, metals, polymers, compounds and superconductors; and -advanced production technology for new materials; 5. Energy and High Energy Physics: -alternate energy: solar and wind; -clean technologies for fossil fuels and/or alternatives; -cooperative research with U.S. High Energy Physics Labs; 6. Space, including earth observation from space. Projects submitted outside these categories should simply be designated as 7. Other Fields.

Abstract: The National Pork Producers Council (NPPC) Environment Committee is soliciting
research proposals in environment and odor research that deal with the following topics:
-manipulation of swine diets to control odor and/or nutrient content,
-quantifying the effects of soil phosphorus levels on a watershed basis,
-quantifying atmospheric movement and deposition of nitrogenous compounds from swine
manure storage or treatment structures, or from land application areas,
-quantifying the production benefits from controlling air pollutants in production facilities,
-quantifying trace gases associated with manure storage, and develop measurement
protocols for these gases.

Abstract: The National Pork Producers Council (NPPC) Swine Health Committee is soliciting
proposals that deal with issues and conditions affecting the health of swine. Projects that
link swine practitioners and research laboratories in field studies are especially encouraged.
Research initiatives for each of the following complexes, syndromes, or pathogens should
address the eipidemiology of the individual agents and their interactions with other
pathogens and/or proposed control strategies.

Abstract: The Organic Farming Research Foundation (OFRF) funds research into organic farming
methods, the dissemination of research results to organic farmers and to growers interested
in making the transition to organic production systems, and education of the general public
about organic farming issues. Projects should involve farmers in both design and execution
and take place on working organic farms whenever possible and appropriate. OFRF
generally will provide funding for labor and other expenses for recording, analyzing,
documenting and disseminating results; and rental of equipment necessary to the project.

Title: Student Engineer of the Year Scholarship

Eligibility: To be eligible for this scholarship, the engineering student must have been enrolled in
school as an undergraduate for a minimum of one academic year starting in September of
the calendar year nominated for the award.
The applicant must also meet the following criteria:
- be a biological or agricultural engineering major;
- be a student member of ASAE;
- be part of an engineering curriculum which is accredited by ABET or CEAB; and
- have a GPA of at least 3.0 (or equivalent on 4.0 basis).

- show a commitment to the horticulture profession.

be based on the number of students enrolled in the department for the current academic
year--one undergraduate abstract for every 50 undergraduate students enrolled and one
graduate abstract for every 30 graduate students enrolled.

Amount Note: Forty grants will be awarded.
Eligibility: To be eligible, students must be enrolled in horticultural science as a major course of study
and must have submitted an abstract for presentation at the ASHS annual conference.
Abstract: The American Society for Horticultural Science (ASHS) offers travel grants so that students
may attend the ASHS Annual International Conference. The 2000 conference will be held in
Orlando, Florida.
