Mosmiller Scholar Program

Eligibility: Any student enrolled in
floriculture/environmental horticulture or
business program in an accredited two-year college or four-year
university is eligible to apply. A student must be achieving a "C" or
better grade and be making satisfactory progress toward a certificate
or degree. Students must take part in the training while an
undergraduate or immediately after graduation.
Abstract:
The Mosmiller Scholar Program provides quality professional training for selected,
motivated floriculture and environmental horticulture students and focuses on assisting
students in business and floriculture and ornamental horticulture pursuits. The program
will last for 10 to 16 weeks. Training may be conducted in floral retail, wholesale, and
allied trade companies.

Committee has funds for projects examining key properties in the
determination of overall pork quality. Proposals for projects dealing

tenderness, flavor, and intramuscular fat,
-new technologies for the detection and quantification of water holding
capacity, color, tenderness, flavor, and intramuscular fat in pre-rigor
muscle. Preference will be given to more applied technology.

Title: Catalyst Grants Program

Abstract:
The Rainforest Alliance has been assisting promising community-based forest
conservation initiatives in tropical nations since 1986. Having witnessed the impressive
conservation potential of these projects, the alliance formally established Catalyst
Grants in 1993. The alliance provides grants to carefully selected conservation projects
where the infusion of a relatively modest amount of money can dramatically increase the
effectiveness of a specific endeavor. Priority is given to groups who are out of the
"funding loop" of international or local sources due to size or geographic
location. Recognizing that women play a pivotal role as conservationists and maintainers
of the environment, particularly in the rural areas of developing countries, a special
emphasis has been placed on women's issues since 1995. The program is a part of the
alliance's approach to developing ecologically and socially sound alternatives to the
economic practices that cause tropical forest destruction.

Title: Land Cover Land
Use Change Program

Abstract:
NASA intends to solicit proposals for data analysis and theoretical studies as an
Investigator in the Land Cover Land Use Change Program (LCLUC). The purpose of this NASA
Research Announcement (NRA) is to solicit scientific investigations on the topic of land
cover and land use change that combine remotely-sensed data with information and knowledge
from other sources. The scope of this NRA will be directed at two important elements of
the LCLUC Program: 1. Human and natural disturbance and the implications for carbon
dynamics, and 2. Development of remote sensing techniques and data sets that could lead to
operational forest monitoring systems. LCLUC aims to develop and use NASA remote
sensing technology to improve the understanding of human interaction with the terrestrial
environment. This improved understanding will be used to provide a foundation for
sustainable use and management of our natural resources.

Abstract:
The Forest Service is implementing pilot projects to study whether alternate means of
contracting on National Forest System lands can better accomplish program objectives.
Section 347 of the FY 1999 Omnibus Appropriations Act authorizes the Forest Service to
enter into twenty-eight "stewardship end result contracting demonstration
projects" to pilot test an array of new authorities for giving national
forest managers greater administrative flexibility to improve forest conditions and
address the needs of local communities.

yield research (MYR) and maximum economic yield (MEY) management. The MEY concept, also
known as most efficient yield, provides a solid foundation for meeting world food needs.
The award recognizes outstanding achievements in research, extension, or education which

SUMMARY: USIA announces an open competition for an assistance award program.
Accredited, post-secondary educational institutions meeting the provisions described in
IRS regulation 26 CFR 1.501(c) may apply to pursue institutional or departmental
objectives in international partnerships whose goals will strengthen, through teaching,
scholarship, and professional outreach from the partner institutions, mutual understanding
and cooperation on specified themes of mutual interest to the United States and eligible
foreign institutions. Eligible fields are education or educational administration; the
social, political, economic, or environmental sciences; law; business;
public administration; or communications. In the College and University Affiliations
Program, partner institutions may pursue specific institutional goals with support from
the Bureau of Educational and Cultural Affairs through exchanges of teachers,
administrators or, in limited circumstances, students for any appropriate combination of
teaching, consultation, research, and outreach, for periods ging from one week (for
planning visits) to an academic year.
To provide adequate time to meet institutional goals, the program awards grants for
periods of approximately three years (36 months to 40 months). The maximum award in the
FY2000 competition will be $150,000. Requests for amounts smaller than the maximum are
eligible.
Grants awarded to organizations with less than four years of experience in conducting
international exchange programs will be limited to $60,000. Grants are subject to the
availability of funds for Fiscal Year 2000.
DEADLINE FOR PROPOSALS: All copies must be received at the Bureau of Educational and
Cultural Affairs by 5 p.m. Washington, D.C. time on Monday, November 15, 1999.
Approximate program dates: Activities should begin on or about May 1, 2000.
Duration: May 1, 2000 - April 30, 2003 (or until September 30, 2003).
