SUMMARY: The Cooperative State Research, Education, and Extension Service (CSREES)

announces the availability of grant funds and requests proposals for the Special Research Grants Program, Food Safety Research for fiscal year (FY) 1999. The amount available for support of this program in FY 1999 is approximately $4,677,998.

This Request for Proposals (RFP) sets out the objectives for these projects, the eligibility criteria for projects and applicants, the application procedures, and the set of instructions needed to apply for a Food Safety Research Project grant.

By this notice, CSREES additionally solicits stakeholder input from any interested party regarding the FY 1999 Special Research Grants Program, Food Safety Research for use in the development of the next request for proposals for this program.

Technical Contact 301-504-4159, Elaine Larison, Contracting Officer,202-692-0244 Sources sought - REQUEST FOR INFORMATION ONLY: The United States Department of Agriculture, Service Center Initiative Team, formed to improve the delivery of customer service and programs at USDA Service Centers. Improving the Service Center operations will clearly have a positive impact on Federal Policy and program priorities in an effort to meet the goals of USDA. The SCIT, dealing with farm and home lending processes has identified numerous areas for improvement and possible reengineering in an effort to facilitate the mission of the three affected agencies, Farm Service Agency (FSA), Rural Development (RD) and Natural Resource Conservation Service (NRCS) in the Service Center Environment. The Agency is interested in three aspects of lending initiatives and loan programs within the commercial sector; marketing, tracking and pre-qualification. Marketing information requested should deal with customer identification and the methods and media used to make customers aware of programs. An example, USDA is interested in industry's use of KIOSKs for training and marketing of different programs. The best practices collected will then be evaluated and implemented in USDA Service Center programs where applicable. The Lending reengineering team is also interested in gathering information on the latest tracking systems that might be applied to USDA lending programs in order to streamline the loan.

Title: Biotechnology Action Council (BAC) Professorship Scheme

Amount Note: The travel and partial living expenses of lecturers to host countries will be borne under the programme, while host institutions in developing countries will be expected to cover a part of the local expenses. No salary expenses will be provided by UNESCO.

Abstract: These professorships are specifically destined for the developing countries with emphasis on the least developed countries. The objective of the Biotechnology Action Council Professorship Scheme is to provide the biotechnological community in the least developed countries with opportunities to: benefit from ongoing research advances in the important fields of biotechnology of special relevance to the agricultural, health, veterinary, environmental, and industrial sector; establish collaboration in research and training with colleagues from other regions of the world; enhance further ongoing local research at scientific institutions already engaged in biotechnology which could evolve eventually into national centres of excellence; and update existing biotechnological curricula and laboratory protocols. Normally there will be five professorships per year. Though no country can receive more than one professorship, efforts will be made to encourage the UNESCO/BAC professor to visit institutions in nearby countries. The duration of the professorship is of a minimum of one month.

Abstract: A number of international experts will be offered visiting professorship appointments to Third World institutions. The appointment will normally be for a period of five years, during which the appointed professor will be expected to visit the host institution at least three times for a minimum stay of one month each time. Visiting Professors and host institutions will be expected to provide comprehensive reports on completion of the visits.The visiting professor will be expected to closely interact with members of the host institution with the aim of strengthening its existing activities and/or assisting in the establishment of new lines of research. The visiting professor may also be requested to deliver a series of topical lectures and seminars to research students. Institutions in developing countries wishing to be considered for this Programme should fill in the relevant request form.
