Higher Education Challenge Grants Program (HEC)

CSREES solicits applications for an estimated $4.058 million in grants for the Higher Education Challenge Grants Program (HEC). Submissions must be received no later than 5:00 P. M., Eastern Time, February 11, 2002.

The HEC program seeks to stimulate and enable colleges and universities to provide the quality of education necessary to produce baccalaureate or higher degree level graduates capable of strengthening the Nation's food and agricultural scientific and professional work force. It is intended that projects supported by the program will: (1) address a State, regional, national, or international educational need; (2) involve a creative or nontraditional approach toward addressing that need which can serve as a model to others; (3) encourage and facilitate better working relationships in the university science and education community, as well as between universities and the private sector, to enhance program quality and supplement available resources; and (4) result in benefits which will likely transcend the project duration and USDA support..

Applications may be submitted by eligible land-grant colleges and universities and other U.S. public or private nonprofit colleges and universities offering a baccalaureate degree or any other higher degree and having a demonstrable capacity for, and a significant ongoing commitment to, the teaching of food and agricultural sciences generally and to the specific need and/or subject area(s) for which a grant is requested. Title: Kenneth E. Grant Research Scholarship

Sponsor: Soil and Water Conservation Society (SWCS)

Deadline: February 12, 2002

Amount: $1,300

Abstract: The Kenneth E. Grant Scholarship provides financial aid to members of the Soil and Water Conservation Society (SWCS) for graduate-level research on a specific urban conservation topic that will extend the SWCS mission of fostering the science and the art of soil, water, and related natural resource management to achieve sustainability. SWCS actively promotes multidisciplinary research. Research funds will be awarded for an interdisciplinary investigation that examines methods of conserving or improving area source base in urban areas. Research proposals should show the use of an investigative methodology that demonstrates an understanding of the relationships between various disciplines and suggests an approach integrating this knowledge into action. The scholarship committee encourages submission of research proposals to investigate the following topics: water quality of urban streams and lakes; evaluation of sediment control ordinances; urban stream bank and riparian-area restoration; citizen involvement in rehabilitation and ongoing care of specific areas; urban storm water management; habitat improvement in populated areas; urban wetlands restoration and management; and urban drinking water source protection.

Title: Extension Fellowships

Abstract: The Farm Foundation's mission is to improve the economic and social well being for agriculture and rural citizens. The Farm Foundation acts as a catalyst to increase knowledge about agriculture and rural issues. It encourages the wise application of that knowledge to challenges and opportunities faced by agriculture and rural people. Fellowship recipients are required to report their course of study to the foundation prior to the beginning of the fellowship period. At the conclusion of the fellowship, each recipient will report on the work undertaken and its benefit to them and their organization. Each recipient must direct the university to provide the foundation with an official record of grades.

Title: Secondary Agriculture Education Challenge Grants Program

Abstract: The purpose of the United States Department of Agriculture (USDA) Secondary Agriculture Education Challenge Grants program is to: (a) promote and strengthen secondary education and two-year postsecondary education in agriscience and agribusiness in order to help ensure the existence in the United States of a qualified workforce to serve the food and agricultural sciences system; and (b) promote complementary and synergistic linkages among secondary, two-year postsecondary, and higher education programs in the food and agricultural sciences in order to promote excellence in education and encourage more young Americans to pursue and complete a baccalaureate or higher degree in the food and agricultural sciences.

Title: In-Situ Sequestration Enhancement and Engineered Bioavailability Reduction of Metals in Soils

Abstract: The Strategic Environmental Research and Development Program (SERDP) is the Department of Defense's (DoD) corporate environmental R&D program, planned and executed in full partnership with the Department of Energy (DOE) and the Environmental Protection Agency (EPA), with participation by numerous other federal and non-federal organizations. Within its broad areas of interest, the Program focuses on Cleanup, Compliance, Conservation, and Pollution Prevention technologies. This Statement of Need (SON), "In-Situ Sequestration Enhancement and Engineered Bioavailability Reduction of Metals in Soils", seeks fundamental and applied studies to develop a better understanding of the enhancement of in situ sequestration and/or engineered reduction of metals bioavailability in soils. This SON seeks to increase the knowledge base regarding the mechanisms by which different soil amendments or other approaches alter the form of metals in soil and the resulting impacts on bioavailability. Mechanisms may vary by soil type, soil amendment, and/or remedial approach, but may include precipitation, humification, sorption, ion exchange, chelation, and redox transformations. Chemical alterations of the metals should be long-lasting, preferably permanent.

Title: Research Funding

Abstract: The American Quarter Horse Association (AQHA) is dedicated to a better understanding of the equine through research of the most common equine management problems and increased knowledge of equine health care and treatment. Research priorities include the following: diagnosis and treatment of acute gastrointestinal disorders (colic, etc.); diagnosis and treatment of musculoskeletal defects of nutritional origin (OCD, epiphysitis, etc.); diagnosis and treatment of reproductive disorders (endometritis, etc.); immunization of foals; diagnosis and treatment of infectious diseases of the gastrointestinal tract (potomac fever, salmonella, etc.); diagnosis and treatment of respiratory diseases (bleeders, pneumonia, etc.); Vesicular Stomatitis Virus (VSV); and Equine Protozoal Myeloencephalitis (EPM). This list indicates the types of research projects that are of significant importance to horse owners and thus, their priority in AQHA funding support. However, the research areas indicated on the list are only guidelines.

US-Brazil Higher Education Consortia Program Fiscal Year 2002

Objectives of the Program

The purpose of this competition is to promote cross-national college and university partnerships through a student-centered program that focuses on student and teaching exchanges in a wide range of academic and professional disciplines that complement existing forms of bilateral exchange programs between the two countries.

The program aims to improve the quality of students in undergraduate and graduate education in both countries and to explore ways to prepare students for work through -

       The mutual recognition and portability of academic credits among US and Brazilian institutions; The development of shared, common, or core curricula among US and Brazilian institutions; the acquisition of the languages and exposure to the cultures of the United States and Brazil; The development of student apprenticeships or other work related experiences; and An increased cooperation and exchange among academic personnel at US and Brazilian institutions.

This program encourages consortia to achieve these objectives by extending partnerships beyond higher education and training institutions to include others such as businesses, professional associations, and public agencies in both countries.
