Title: Rural Business Cooperative Opportunities And Problems - Agr
The Rural Business-Cooperative Service (RBS) announces the availability of approximately $300,000 in competitive cooperative agreement funds allocated from FY 2000 appropriations. RBS hereby requests proposals from institutions of higher education or nonprofit organizations interested in applying for competitively awarded cooperative agreements for research related to agricultural and nonagricultural cooperatives serving rural communities. The intent of the funding is to encourage research on critical issues vital to the development and sustainability of cooperatives as a means of improving the quality of life in America's rural communities. DATES: Cooperative agreement applications must be postmarked no later than June 30, 2000. Proposals postmarked after June 30, 2000, will not be considered for funding.

* Title: Bio-Based Products Industry - DOE
The U.S. Department of Energy, Idaho Operations Office is seeking applications from private and public institutions of higher learning to promote multidisciplinary education and training programs for graduate students at the Masters or Ph.D. levels in the area of renewable bioproducts. Approximately 3-5 grant awards will be made, ranging from approximately $70,000 to $100,000 each a year for a maximum of three years in duration. These grants will cover both the costs for establishing a new cross-cutting
academic and research program in this field as well as full stipends for 2 or so deserving graduate students at the Masters or Ph.D. level. The emerging BIO-BASED products industry uses crops, trees, wastes and by-products to make chemical feedstocks and a huge range of everyday consumer goods, like plastics, paints and adhesives. Contributions to this new industry would come from traditional academic programs in crop production, such as agronomy, crop and soil sciences and forestry; programs in environmental sciences, such as ecology, and water and timber management; basic science programs, such as genomics, biology and microbiology; and, programs in industrial production technologies, such as fermentation design, fluid mechanics and systems management. The objective of this new education initiative is to produce graduates who can enter the complex BIO-BASED products industry and effectively
integrate the knowledge from a wide range of technologies that are necessary for this industry to grow. U.S. universities and colleges are encouraged to design a comprehensive, multidisciplinary curriculum.

Title: Conservation Reserve Enhancement Program (CREP)

Abstract: The Farm Service Agency (FSA) invites state governments to propose Conservation Reserve Enhancement Program (CREP) projects under the general Conservation Reserve Program (CRP). CREP is an opportunity for the joining of resources of the federal and state governments to address critical environmental issues such as soil erosion, water quality degradation, and wildlife habitat loss associated with agricultural activities. This action is also part of the National Performance Review Initiative to deliver better service and foster partnership and community solutions.

Title: Food And Nutrient Testing And Analysis - Agr
The government contemplates award of approximately 4 firm fixed price, indefinite delivery indefinite quantity (IDIQ) service contracts for a 4 month base period plus four additional 12 month option periods. This requirement is part of a five-year study which is underway to obtain values on proximate, carbohydrate, mineral, vitamin, fatty acid and amino acid components of foods as part of the National Food and Nutrient Analysis Program. Other components such as alcohol, caffeine, the obromine, etc may also be analyzed when appropriate to the food item. The purpose of the program is to achieve long-sought improvements in the National Nutrient Database through a comprehensive revision of scientific concept and technical approach. One of the objectives of the program calls for the analysis of foods under USDA-supervised laboratory contracts.

Title: Integrative Graduate Education And Research Traineeship Program - NSF

Synopsis of Program: Initiated in 1997, the IGERT program was developed to meet the challenges of educating Ph.D. scientists and engineers with the multidisciplinary backgrounds and the technical, professional, and personal skills needed for the career demands of the future. The program is intended to catalyze a cultural change in graduate education, for students, faculty, and universities, by establishing new, innovative models for graduate education and training in a fertile environment for collaborative research that transcends traditional disciplinary boundaries. It is also intended to facilitate greater diversity in student participation and preparation and to contribute to the development of a diverse, globally aware, science and engineering workforce.

Title: Technical Support for Toxicology, Chemistry, Human Resource, Environmental Fate, and Ecological Assessments of Pesticides

Abstract: OPP develops data requirements and study guidelines that are used to assess the potential impact pesticides may have on human health and the environment. Before using these data for regulatory purposes, OPP must evaluate the studies to determine their adequacy and to guarantee that appropriate quality assurance (QA) procedures were carried out. Accordingly, OPP / AD has a need for the following support services for the registration and re-registration of pesticides:
1. Technical support for the review and evaluation of product and residue chemistry data
2. Technical support for the evaluation of toxicological data
3. Provide for the assessment of health effects from exposure to pesticide chemicals in accordance with published EPA guidelines and standards for toxicological data development
4. Provide for the evaluation of data pertaining to the chemistry and fate of pesticides in the environment
5. Provide for the assessment of ecological hazards associated with pesticide use
6. Provide technical support for the summarization and compilation of science products produced under the contract
