Title: Inviting Preapplications for Rural Cooperative Development Grants (RCDG)

Abstract: The Rural Business-Cooperative Service (RBS) announces the availability of approximately $4 million in competing Rural Cooperative Development Grant (RCDG) funds to establish and operate centers for rural cooperative development. The primary objective of the RCDG program is to improve the economic condition of rural areas through cooperative development. Preference will be given to applications that demonstrate a proven track record in administering a national, regional, or state-wide project; demonstrate previous expertise in providing technical assistance to cooperatives in rural areas; demonstrate the ability to assist in the retention of business, facilitate the establishment of cooperatives and new cooperative approaches, and generate employment opportunities that will improve the economic conditions of rural areas; demonstrate the ability to create horizontal linkages among cooperative businesses within and among various sectors in rural areas of the United States and vertical linkages to domestic and international markets; commit to providing technical assistance and other services to under served and economically distressed rural areas of the United States; commit to providing greater than a 25 percent matching contribution with private funds and in-kind contributions; evidence transferability or demonstration value to assist rural areas outside of project area; and demonstrate that any cooperative development activity is consistent with positive environmental stewardship.

Title: Food and Assistance Nutrition Research Project

Abstract: This project will support USDA, Economic Research Service (ERS) Food and Assistance Nutrition Research Program (FANRP). This project has been designed to provide ERS with flexible means of collecting and analyzing primary and extant data, both of which ERS needs to inform policy and decision-making processes to effectively conduct studies and evaluations of USDA food and nutrition assistance programs. Some examples of the types of studies are: - USDA Food and Assistance programs; - state and local administrative policies and practices; - federal Administrative policies and practices; and - assessments of program outcomes and outcome based measures of program

Title: Cercla/Rcra Related Services - AGR PSA#2558

The USDA Forest Service, Region 1, intends to secure the professional services of one or more Contractor(s) to provide services for the following activity areas: Activity I -- Complete various evaluations, studies, reports and response actions as specified in the National Contingency Plan (NCP) found in 40 CFR 300. Under this activity area, the Contractor(s) will most likely be requested to complete work in support of removal actions. We anticipate that the majority of this work will involve historical mine sites and may encompass many sites at one time; for example, all mining sites in a watershed. Contractor(s) are expected to be able to complete all needed work from the discovery of a CERCLA site to development of a construction bid package and post-construction requirements. Activity II -- Respond to emergency spills and provide additional related services. Under this activity the contractor will respond to illegal dumps and spills, or other hazardous material contamination problems at various sites, as they are discovered. This activity is likely to involve containment of pollutants, identification of unknowns, site characterization, site cleanup, and proper disposal of wastes and contaminated soil. This activity also includes petroleum products. Other tasks may involve providing training and environmental audits of Forest Service facilities. Projects within the two activity

Title: Pulling Together -- Public / Private Partnership for Invasive and Noxious Plant Management

Abstract: The Pulling Together Initiative (PTI) provides a means for federal agencies to be full partners with state and local agencies, private landowners, and other interested parties in developing long-term weed management projects within the scope of an integrated pest management strategy. The goals of PTI are to prevent, manage, or eradicate invasive and noxious plants through a coordinated program of public or private partnerships and to increase public awareness of the adverse impacts of invasive and noxious plants. This initiative provides support on a competitive basis for the formation of local weed management area (WMA partnerships.

Title: Long-Term Ecological Research: Special Competition for Cross-Site Research

Abstract: This Special Competition is being sponsored by the Ecological Studies Cluster which includes the Long-Term Ecological Research, Ecology and Ecosystem Studies programs. In addition, this competition will consider proposals for field-based research that fall within the purview of the Population Biology and the Ecological and Evolutionary Physiology programs that can take advantage of the large-scale field experiments at multiple LTER sites. Within this context, projects are expected to examine questions or hypotheses that can best be addressed through comparative or synthesis studies using combinations of LTER, non-LTER and International LTER sites.

Title: Education Programs in Occupational Safety and Health - CDC

Grants for Education Programs in Occupational Safety and Health;

Notice of Availability of Funds for Fiscal Year 2001

Purpose: The specific program objective is to provide financial assistance to eligible institutions or agencies to assist in providing an adequate supply of qualified professional occupational safety and health personnel. Projects are supported for Occupational Safety and Health Education and Research Center Training Grants (ERCs) and for Long-Term Training Project Grants (TPGs). In FY 2001, a total of approximately $13,900,000 is available for award. Of this total, approximately $2,510,000 is available for competing continuation or new awards. The balance of approximately $11,390,000 is available for non-competing continuation awards.

Title: Technical Support for Toxicology, Chemistry, Human Resource, Environmental Fate, and Ecological Assessments of Pesticides

Sponsor: EPA; Office of Prevention, Pesticides, and Toxic Substances (OPTS); Office of Pesticide Programs (OPP)

Abstract: EPA is required to institute procedures for the registration and reregistration of pesticides. OPP develops data requirements and study guidelines that are used to assess the potential impact pesticides may have on human health and the environment. Before using these data for regulatory purposes, OPP must evaluate the studies to determine their adequacy and to guarantee that appropriate quality assurance (QA) procedures were carried out. Accordingly, OPP / AD has a need for the following support services for the registration and re-registration of pesticides: 1. Technical support for the review and evaluation of product and residue chemistry data 2. Technical support for the evaluation of toxicological data 3. Provide for the assessment of health effects from exposure to pesticide chemicals in accordance with published EPA guidelines and standards for toxicological data development 4. Provide for the evaluation of data pertaining to the chemistry and fate of pesticides in the environment; 5. Provide for the assessment of ecological hazards associated with pesticide use; 6. Provide technical support for the summarization and compilation of science products produced under the contract

Title: A&E Professional Engineering Services - Agr Psa#2555 R -- A&E The USDA Forest Service intends to contract for Professional Civil Engineering Services on an as needed basis for a one year period with option to renew for multiple years. Services required may include geotechnical investigations and tests; landscape architect advice; survey and design of various projects such as utilities, minor land survey work; establishing construction controls; construction quality control; project implementation advice; condition inspections and ratings of bridges; preparation of plans, right of way plats, specifications and cost estimates; and other Civil Engineering work typically performed on a National Forest. The projects may be located throughout the National Forests in the eastern part of Region One. Respondents should include the following specific information: a) specific qualifications and the degree of involvement that key individuals will to devote to the work; b) types of field and office equipment as well as the size and number of survey crews, technicians, and Professional Engineers the firm is capable of mobilizing (both internally and through subcontracting), anticipated production rates and other factors affecting ability to complete the work; c) experience in performing civil engineering work on a diverse national forest; d) specific methods the firm will employ to minimize response time and travel costs while satisfying the Forest Service's Civil Engineering needs; e) specific experience working in terrain similar to that found on the National Forests and knowledge of the general locality of the Forests by key individuals. Amount Note: The award amount is unspecified. Proposals for cost-share Global ReLeaf Forest grants are to cover costs generally associated with the planting of seedlings (i.e. site preparation, seedling purchase, contracting, transportation, shelters, etc).

Abstract: Global ReLeaf Forests (GRFs) are reforestation projects on public lands, managed by a local, state, or federal organization or certain public-assisted projects meeting special on private lands. Proposals must meet the following criteria: - project is on land owned by a government entity, or project is on public-assisted private land meeting special criteria; - plantable area is 20 acres or larger or has the potential to be 20 acres or more;- forest ecosystem has been damaged by wildfire, hurricanes, tornadoes, insects, diseases, misguided treatment by humans, or other causes; - funds for planting the area are not available from regular programs or sources; - proposal contains an assessment of public benefits (including water quality/quantity and communities served by the watershed) and visibility of the restored area.; - proposal includes a strong multiple-use ecosystem repair component and a diversity of native species that will be planted; - the level of effort expended on building local partnerships; - adequacy of the planting, care, and long-term maintenance that will be provided by or supervised by tree planting professionals; - proposal contains new or innovative efforts, restorative approaches, or technology that have the potential for application elsewhere; and - recognition and consideration given the protection of endangered or threatened plant and animal species or ecosystems.
