Fulbright Traditional Lecturing, Lecturing/Research, and Research Grants Worldwide

Deadline:  August 1, 2003

Opportunities for 2004-05 Fulbright lecturing or advanced research awards in over 140 countries are available to college and university faculty. 

Awards are for several weeks to a full academic year.

Assignments are flexible to the needs of the grantee.

Department of Agriculture

The Federal Crop Insurance Corporation has approximately $4 million for partnership agreements that will fund risk management research activities. Priority will be given to those activities addressing the need for risk management tools for producers of agricultural commodities currently covered by section 196 of the Agricultural Market Transition Act, specialty crops, livestock, rangeland and underserved commodities. Awards under this program will be made on a competitive basis for projects of up to three years. Eligible applicants include all colleges and universities, federal, state and local agencies, nonprofit and for-profit private organizations or corporations, and other entities. The Rural Business-Cooperative Service proposes to implement new regulations for value-added producer grants and a new demonstration program whereby agriculture innovation centers provide technical and other assistance to agricultural producers to help them establish businesses that produce and sell value-added agricultural commodities or products. The Agricultural Innovation Center program is authorized under the 2002 Farm Bill, which also modified and extended the authority of the Secretary of USDA to make Value-Added Producer Grants. Among other things, the proposed rule amends the regulations to reduce the matching requirement required of certain institutions of higher education with respect to Rural Cooperative Development Grants from 25 percent to 5 percent and to adjust the scoring criteria to reflect this change. The Foundation awards several grants each year for research or education in topics pertaining with any aspect of solid waste management. Project topics could deal with any aspect of the following, but are not limited to:

        Waste generation rates and composition; Waste minimization; Collection and transport; Sorting, recycling, and remanufacture; Disposal options (e.g. landfilling or incineration); Waste or energy recovery (e.g., composting, landfill gas to energy); Innovations in collection and transportation equipment development; Employee health and safety; Sustainability or resources; Life-cycle assessment of waste management; Educating corporate customers in purchasing environmentally preferable waste services; and Development of high school and college educational programs.

Grant Range: $10,000 to $500,000.

Agricultural Telecommunications Program (ADEC)

        The American Distance Education Consortium (ADEC) cooperating with the U.S. Department of Agriculture and Virginia Polytechnic Institute and State University are soliciting proposals under the Agricultural Telecommunications Program. Grants will be awarded competitively under this program to encourage the development and utilization of an agricultural communications network to facilitate and to strengthen agricultural extension, resident education and research, and domestic and international marketing of United States agricultural commodities and products through a partnership between eligible institutions and the Department of Agriculture. The network will employ satellite and other telecommunications technology to disseminate and to share academic instruction, cooperative extension programming, agricultural research and marketing information.

Risk Management Research (USDA)

        The Agriculture Department is inviting applications for partnership agreements that

will fund research that addresses the need for risk management tools for producers of

priority agricultural commodities. The solicitation seeks applications to develop risk

management tools: to help livestock producers improve planning and managing

the production of livestock, including disease management and control; and to help

forage and rangeland producers improve techniques for mitigating drought; help organic

producers improve techniques to assess market risks and improve marketing; clarify and

help producers comply with labor requirements; address reducing the impact of multiple-

year losses; …..

Title:     Extension Fellowships

Sponsor:  Farm Foundation; Sponsor Type: Private Foundation

Deadline:   March 01, 2004

Upper Amount:   $5,000

Amount Note:  The amount of fellowship awards is determined individually based on the period of study and need. The maximum grant is $5,000 for a nine-month training period. Fellowships may be used to support training for a quarter, semester, or a full academic year.

Eligibility:  Farm Foundation offers fellowships to current state and federal cooperative extension employees pursuing additional training. Fellowships are targeted to persons at the administrative level. However, specialists and individuals being trained for administrative responsibilities will be considered.

Abstract:     The Farm Foundation's mission is to improve the economic and social well-being for agriculture and rural citizens. The Farm Foundation acts as a catalyst to increase knowledge about agriculture and rural issues. It encourages the wise application of that knowledge to challenges and opportunities faced by agriculture and rural people.

Amount Note:    The average grant awarded in the past two years was around $6,000. The OFRF will not fund a project for more than $15,000 per year.

Abstract:    The Organic Farming Research Foundation (OFRF) funds research into organic farming and food systems and the dissemination of research results to organic farmers and to growers interested in making the transition to organic production systems. Projects should involve farmers in both design and execution, and should take place on working organic farms whenever possible and appropriate. OFRF may support innovative educational grants that reach or benefit a significant number of organic farmers and ranchers.

Title:    National Awards Program for Excellence in Teaching in the Food & Ag Sciences

Abstract:   USDA, CSREES, through its Science and Education Resources Development (SERD), Higher Education Programs (HEP) office, will offer an annual Awards Program to honor excellence in teaching.

The program recognizes and honors a select group of college and university teachers who have excelled at teaching. It is designed to focus national attention on the teaching role – one which is fundamental to the development of the scientific and professional expertise essential to the future growth and progress of the nation's food and agricultural system. These awards will be disbursed to colleges or universities for the purpose of strengthening instructional programs in the food and agricultural sciences.  Teachers honored through this competition will be asked to designate the institutions to receive their awards as well as the purpose for which such funds will be used.

Title:   Request for Applications (RFA): Commodity Partnerships for Risk Management Education and Crop Insurance Education in Targeted States

Abstract:    The Federal Crop Insurance Corporation (FCIC), operating through the United States Department of Agriculture (USDA) Risk Management Agency (RMA), has announced the availability of funding under its Commodity Partnerships for Risk Management Education Program. This program will support partnership agreements for risk management training and informational activities, with a priority for reaching agricultural producers of (a) agricultural commodities covered by section 196 of the Agricultural Market Transition Act (7 U.S.C. 7333); (b) specialty crops; and (c) underserved commodities. A maximum of thirty-nine partnership agreements will be funded: one in each of thirty-five specific states, one in Puerto Rico, and one in each of three multi-state areas.

Title:          Foreign Market Development Cooperator Program

Abstract:    The Foreign Market Development Cooperator Program is intended to create, expand, and maintain foreign markets for United States agricultural commodities and products. The Foreign Agricultural Service (FAS) administers the program and provides cost share assistance to eligible trade organizations to implement approved market development activities. The activities will contribute to the maintenance or growth of demand for the agricultural commodities and generally address long term foreign import constraints by focusing on matters such as reducing infrastructural or historical market impediments; improving processing capabilities; modifying codes and standards; and identifying new markets, new applications, or uses for the agricultural commodity or product in the foreign market.

Title:        Plant Production and Protection

Sponsor:  USDA, Small Business Innovation Research (SBIR)

Deadline: August 29, 2003

Upper Amount: $80,000

Amount Note:  Phase I awards range up to $80,000 for project periods of up to 6 months. Phase II awards will be made in FY 2003 to firms with approaches that appear sufficiently promising as a result of Phase I studies with each award ranging up to $300,000 for a project period of up to 24 months. For Phase III, the commercialization phase, federal SBIR funds will not be available.

Abstract:   USDA invites science-based small business firms to submit research proposals under this program solicitation entitled "Small Business Innovation Research Program, Fiscal Year 2004". Objectives of the SBIR program include stimulating technological innovation in the private sector, strengthening the role of small businesses in meeting federal research and development needs, increasing private sector commercialization of innovations derived from USDA-supported research and development efforts, and fostering and encouraging participation by women-owned and socially and economically disadvantaged small business firms in technological innovation.

For Fiscal Year 2004, there are 10 research topics. The objective of topic 8.2, "Plant Production and Protection", is to examine means of enhancing crop production by reducing the impact of destructive agents, developing effective crop systems that are economically and environmentally sound, enhancing the impact of new methods of plant manipulation, and developing new crop plants and new uses for existing crops.
