Title: Professional Development Program

Sponsor: USDA, CSREES, SARE, Southern Region - SARE

Abstract: The Southern Region Sustainable Agriculture Research and Education (SARE) Professional Development Program is requesting preproposals for projects of one to two year duration that provide training directly; develop plans, collaborations, and a funding proposal for a future training projects; or develop, market, and distribute training materials. Project outcomes must address economic, environmental, and social issues, focusing on developing sustainable agriculture systems or moving existing systems toward sustainable agriculture as defined in the1990 Farm Bill. This bill defines sustainable agriculture as: an integrated system of plant and animal production practices having a site-specific application that will, over the long term: enhance environmental quality and the natural resource base upon which the agricultural economy depends; make the most efficient use of non-renewable resources and on-farm resources, and integrate, where appropriate, natural biological cycles and controls; sustain the economic viability of farm operations; and enhance the quality of life of farmers and ranchers, and of society as a whole. A project's central purpose must be to provide or enable training to Cooperative Extension Service agents; USDA field personnel from the Natural Resources Conservation Service, the Farm Services Agency, and other agencies; and other educators, including farmers who will themselves serve as trainers. Research projects and farmer-outreach or education projects do not qualify for this funding.

Title: Coordinated Research Program

Abstract: The National Association of Animal Breeders (NAAB) funds selected research projects through the NAAB Coordinated Research Program. The goal of the program is to foster research and development in animal breeding and reproductive physiology with special emphasis on artificial insemination, as well as to provide researchers with seed money in order to obtain greater support from other agencies. General areas considered for funding include male fertility, genetics, sire health, female fertility, and market research.

Title: Technical Support for Natural Resources Management Needs

Sponsor: DOD, Department of the Army, U.S. Army Environmental Center (USAEC) and Natural Resources Program Assistance Announcement

Abstract: This Program Assistance Announcement (PAA) is intended for Natural Resource Support Cooperative Agreements on a worldwide (OCONUS), National (CONUS), Regional, or State-by-State basis. The Cooperative Agreements will allow organizations to provide natural resources technical assistance directly to the Army's installations, major commands, and headquarters.

For the topic "Technical Support for Natural Resources Management Needs", the Army desires to enter into mutually beneficial partnerships through cooperative agreements to attain clearly identified public purposes associated with natural resources stewardship, including:

·         Natural resources planning level surveys;

·         Survey identification of erosion problems;

·         Technical assistance for repairing erosion problems;

·         Assistance in preparing other documents for natural resources management needs; and

·         Technical assistance for implementing Integrated Natural Resources Management Plans (INRMPs) and Endangered Species Management Plans (ESMPs).

Title: Graduate Student Award in Sustainable Agriculture

Abstract: The Southern Region United States Department of Agriculture (USDA) Program on Sustainable Agriculture Research and Education (SARE) is requesting proposals for graduate student research projects that address issues of sustainable agriculture of current and potential importance to the Southern Region and the nation. Specific objectives include:

·         The promotion of good stewardship of the nation's natural resources by providing site specific and profitable sustainable farming and ranching methods that strengthen agricultural competitiveness; satisfy human food and fiber needs; maintain and enhance the quality and productivity of the soil; conserve soil, water, energy, natural resources, and fish and wildlife habitat; protect endangered species; and maintain and improve the quality of surface and groundwater;

·         Protection of the health and safety of persons involved in the food or farm system;

·         Enhance the quality of life for farmers or ranchers and society as a whole, in part by increasing income and employment - especially profitable self-employment opportunities in agriculture and rural communities--specifically, a major goal is to strengthen the family farm system of agriculture, a system characterized by small- and moderate-sized farms that are principally owner operated;

·         Promotion of crop, livestock, and enterprise diversification and the well-being of animals; and

·         Strengthen rural communities by creating economic conditions, including value-added products that foster locally owned business and employment opportunities.

Funds may be used for the following purposes: supplies, including software; equipment (any equipment obtained becomes the property of the university that the funded graduate student attends); labor (the graduate student project investigator may receive up to a maximum of 50 percent of the project total); special texts not readily available; farm equipment rental or operating charges; and travel and per diem necessary for the project (use the university per diem rules).

Title: Research Partnerships for Risk Management Development and Implementation

Title: John Z. Duling Grant Program

Abstract: For the benefit of people and the environment, the mission of the International Society of Arboriculture Research Trust is to identify significant environmental, biological, social, and economic needs of arboriculture and urban forestry, including tree genetics, management, and care; and provide funding for innovative, basic, and applied research and education projects. The goal of the John Z. Duling Grant Program is to provide seed money to support research projects that address topics that have the potential of benefiting the everyday work of arborists. Priority areas and critical issues for research and technology transfer include

Innovative tree care techniques and practices;
Urban tree genetics;

Title: Interchange Fellowship & Martin McLaren Scholarship in Horticulture and Landscape Design

Deadline: November 15, 2002

Abstract: The Interchange Fellowship and Martin McLaren Scholarship foster British-American relations through the interchange of scholars in horticulture, botany, landscape architecture, and environmental studies. Each year of the program an American student travels to Great Britain as the McLaren Scholar under the auspices of The Institute of Horticulture in the British Isles. The American student's activities include study, travel, and work experiences. Also each year of the program, a British fellow studies in America as the Interchange Fellow under the auspices of the Garden Club of America. The British student's experience generally includes an academic year at a university, as well as travel.

The McLaren Scholar is able to combine practical experience and study at several institutions. She or he is expected to arrive in England during the summer to allow adequate time for visits to sites of horticultural interest. The program for the academic year provides periods for study, research, and practical work at the famous Royal Botanic Gardens at Kew and Edinburgh, as well as an optional university semester, when the fellow may have the opportunity to pursue a research project under the guidance of an advisory panel.

Abstract: The U.S. Department of Agriculture (USDA) invites science-based small business firms to submit research proposals under this program solicitation entitled "Small Business Innovation Research Program, Fiscal Year 2003". Objectives of the Small Business Innovation Research (SBIR) program include stimulating technological innovation in the private sector, strengthening the role of small businesses in meeting federal research and development needs, increasing private sector commercialization of innovations derived from USDA-supported research and development efforts, and fostering and encouraging participation by women-owned and socially and economically disadvantaged small business firms in technological innovation.

For Fiscal Year 2003, there are 10 research topics. The objective of topic 8.8, "Industrial Applications", is to develop new or improved technologies that will lead to increased production of industrial products from agricultural materials. This research will lead to new opportunities to diversify agriculture and enhance agriculture's role as a reliable supplier of raw materials to industry.

Appropriate research areas are:

·         Development of new crops that have the potential of producing raw materials that can be converted into useful industrial products;

Development of procedures for enhanced recovery of critical raw materials from agricultural commodities;
Development of improved technology for converting agriculturally-derived raw materials into useful industrial products; and
Development of industrial products derived from agricultural materials to make them more effective and/or more cost competitive with non-agriculturally derived industrial products.

Abstract: The U.S. Department of Agriculture (USDA) invites science-based small business firms to submit research proposals under this program solicitation entitled "Small Business Innovation Research Program, Fiscal Year 2003". Objectives of the Small Business Innovation Research (SBIR) program include stimulating technological innovation in the private sector, strengthening the role of small businesses in meeting federal research and development needs, increasing private sector commercialization of innovations derived from USDA-supported research and development efforts, and fostering and encouraging participation by women-owned and socially and economically disadvantaged small business firms in technological innovation.

For Fiscal Year 2003, there are 10 research topics. The objective of topic 8.9, "Marketing and Trade", is to identify an array of innovative marketing strategies to increase sales of agricultural, forestry, and aquacultural products (raw commodities, plus processed, value-added food, feed, and industrial products derived from these commodities), both domestically and abroad. This research will:

Assess and evaluate the type, size, and location of market opportunities for specific U.S. products or categories of products;
Develop specific strategies to gain entry into these markets or expand sales in current markets for specific products or categories of products; identify barriers to trade and develop specific strategies that neutralize these barriers;
Develop advanced information systems that provide more complete, relevant and timely information relative to temporal marketing opportunities; and
Develop integrated management systems that would permit maximum efficiencies in assembling, handling, processing, packaging, transporting, and shipping products.
Where appropriate, foreign travel may be approved provided justification is adequately documented in the proposal.

Objectives of the Small Business Innovation Research (SBIR) program include stimulating technological innovation in the private sector, strengthening the role of small businesses in meeting federal research and development needs, increasing private sector commercialization of innovations derived from USDA-supported research and development efforts, and fostering and encouraging participation by women-owned and socially and economically disadvantaged small business firms in technological innovation.

For Fiscal Year 2003, there are 10 research topics. The objective of topic 8.2, "Plant Production and Protection", is to examine means of enhancing crop production by reducing the impact of destructive agents, developing effective crop systems that are economically and environmentally sound, enhancing the impact of new methods of plant manipulation, and developing new crop plants and new uses for existing crops. Proposals submitted to this topic will be divided between two review panels, one dealing with biological approaches, and the other dealing with engineering approaches.

Objectives of the Small Business Innovation Research (SBIR) program include stimulating technological innovation in the private sector, strengthening the role of small businesses in meeting federal research and development needs, increasing private sector commercialization of innovations derived from USDA-supported research and development efforts, and fostering and encouraging participation by women-owned and socially and economically disadvantaged small business firms in technological innovation.

For Fiscal Year 2003, there are 10 research topics. The objective of topic 8.1, "Forests and Related Resources", is to develop environmentally sound techniques to increase productivity of forest land and to increase the utilization of materials and resources from forest lands. These areas deal with (1) increasing growth and yield through improving planting stock, reducing pathogens and insects, improving the soil or reducing harvesting impacts, and developing means to ensure survival of newly planted trees; (2) increasing the utility of the material grown in the forest through improving lumber yield from trees, utilizing greater percentages of trees, and using residues from forest and wood manufacturing systems; (3) reducing ecological damage from forest operations; (4) reducing the risk of and controlling wildfire on forest land; and (5) developing new products or technologies to increase the use of wood.

Objectives of the Small Business Innovation Research (SBIR) program include stimulating technological innovation in the private sector, strengthening the role of small businesses in meeting federal research and development needs, increasing private sector commercialization of innovations derived from USDA-supported research and development efforts, and fostering and encouraging participation by women-owned and socially and economically disadvantaged small business firms in technological innovation. For Fiscal Year 2003, there are 10 research topics. The objective of topic 8.3, "Animal Production and Protection", is to develop knowledge that will enable producers of food animals to increase production efficiency and to assure a reliable, safe supply of animal protein and other animal products while conserving resources and reducing costs of production. Some examples of the areas of research to be supported are:

·         -Clarification of the nutritional requirements of food animals for improved growth and feed efficiency;

-Determination of hormonal and cellular mechanisms which control reproduction and multiple births; clarification of genetic processes that result in food animals with superior characteristics;
-Improved methods of disposal of animal wastes; and -diagnosis, treatment and control of food animal diseases, parasitisms and other animal health hazards.

Title: Understanding and Utilizing Gravitational Effects on Plants and Animals - B2.01

Abstract: NASA is inviting eligible small business concerns to submit Phase I proposals for its SBIR program. NASA is seeking innovative concepts that address its program needs and offer commercial application potential. This subtopic area focuses on technologies that support the NASA Fundamental Biology Program in understanding the effects of gravity on plants and animals. The program supports investigations into the ways in which fundamental biological processes function in space, compared to their function on the ground. To conduct these investigations, the program supports both ground and space flight research. The improved understanding of the role of gravity on plants requires innovative support equipment for observing, measuring, and manipulating the responses of plants to environmental variables.

Title: Poultry Proteins and Fats Council Call for Proposals

Sponsor: United States Poultry and Egg Association

Abstract: A special research program has been initiated by the Poultry Protein & Fat Council of the U.S. Poultry & Egg Association. The group sponsors research relating to the rendering industry. The poultry rendering industry produces poultry byproduct meal, feather meal, blood meal, and poultry fat. The council solicits research proposals that would develop new and increased utilization of these products by demonstrating their efficacy in poultry, aquaculture, livestock, and companion animal rations. The council is interested in improving the industrial applications of poultry fat by either chemical, microbial, or mechanical modification.

Other research interests of the council are projects addressing the need for DAF skimmings or secondary poultry nutrient (SPN) reductions and utilization, dewatering, hatchery waste, and bone residue.

The objectives are

Reduction of SPN volumes by reduction at the source;
Enhancement of SPN quality by improving freshness, reducing moisture, and minimizing iron salts;
Inventory and evaluate alternative technologies for SPN processing such as hexane extraction, anaerobic digestion, etc.; and
Determine the nutritional values of SPNs.

It was concluded that the best long-term approach to handling SPN is to separate it from other byproducts. Affordable systems are sure to exist. The above research objectives are to provide information that will aid the industry in achieving these goals.

Title: Applied Analysis and Physical Mathematics - Soil and Granular Materials - 6.1.2

Abstract: This Broad Agency Announcement (BAA) is issued under the Federal Acquisition Regulation (FAR), which provides for the competitive selection of basic research proposals. Proposals submitted in response to this BAA that are selected for award are considered to be the result of full and open competition and in full compliance with the Competition in Contracting Act of 1984 and subsequent amendments. For topic 6.1.2, Soil and Granular Materials, Descriptions of granular materials include static and dynamic discrete models, including discrete element models, and continuum models, which depend on the size and shape of the grains. There are multiscale problems in abundance in this area. Modeling heterogeneity is important, since locally large fluctuations in force can strongly affect the dynamics of granular materials in distant regions. Large-deformation models of clay soils and other soils for a full range of environmental conditions need to be developed.
