Higher Education Challenge Grants Program for Fiscal Year 2001 Primary
Sponsor: Department of Agriculture The Cooperative State Research, Education,
and Extension Service (CSREES) is announcing the Higher Education Challenge
Grants Program for Fiscal Year (FY) 2001. Proposals
are hereby requested from eligible institutions as identified herein for
competitive consideration of Higher Education Challenge Grant awards. By
this notice, CSREES also requests stakeholder input from any interested party.
These comments will be considered in the development of the next RFP for this

Grants Programs: USDA/CSREES
is planning to announce two important grant competitions in early
2001 for those interested in international activities.
While both programs focus on addressing problems that are important to
U.S. agriculture, both will support international activities
so long as it is clearly explained how such activities contribute to addressing
a key constraint or an important opportunity facing U.S. agriculture. One
program is called the Initiative for Future Agriculture and Farm Systems (IFAFS).
The other program is called Integrated Research, Education, and Extension
Competitive Grants Program. Both programs place a premium on work which
integrates research, extension and teaching.
NASULGC would consider developing proposals with international dimensions
that involve colleagues from 1862, 1890 and 1994 institutions. International
elements will be given full consideration in the review process.

insect pest management. Integrated control programs are being developed and
tested for various aquatic (Diptera) and terrestrial (Dictyioptera and
Isoptera) pest insects. Research should address the development of programs
which utilize a multifaceted approach to control, including the use of
biological pesticides as well as mechanical and cultural control practices. New
and innovative approaches to control are being sought, especially those that

The
U.S. Department of Energy (DOE) Idaho Operations Office (ID) is seeking
applications for innovative cost-shared research, development and demonstration
of technologies that will enhance economic competitiveness, reduce energy
consumption and reduce environmental impacts in the emerging renewable
bioproducts industry. The proposed research and development (R&D)
applications must address priorities of at least three out of the four key
barrier areas; Plant Sciences, Production, Processing, and Utilization, as
identified in the Technology Roadmap for Plant/Crop-Based Renewable Resources
2020. The applications must link the R&D in each of the barrier areas
selected, in an integrated and crosscutting approach, to achieve overall project
objectives. This will require a multi-disciplinary collaboration. Multi-partner
collaborations between industrial companies, growers, universities, non-profit
groups and National Laboratories are preferred. A minimum of two partners is
required, with at least one being an industrial company.
DOE anticipates making approximately 3 to 5 awards with total estimated
DOE funding of up to $1.5M per award per year, each with a duration of
